   You can use Adobe Flash for cartoon animation but that requires alot of skills…

   You can use Microsoft PowerPoint but that makes only slides with simple animations nowhere near cartoons, or a third option would be to make a stop-motion animation vid with the pictures drawn in Paint and animated at top speed in Windows Movie maker (Google for stop-motion animation if you don’t know what it is)

   But honestly I’d say either Flash or nothing, get a friend who knows his way around it and let them help you…
