You can use Microsoft PowerPoint but that makes only slides with simple animations nowhere near cartoons, or a third option would be to make a stop-motion animation vid with the pictures drawn in Paint and animated at top speed in Windows Movie maker (Google for stop-motion animation if you don&#039;t know what it is)

But honestly I&#039;d say either Flash or nothing, get a friend who knows his way around it and let them help you...</description>
